A document discovered in the British National Archives is said to support Russian President Vladimir Putin's accusation that the West "betrayed" Russia with NATO's eastward expansion. This is reported by the news magazine "Der Spiegel" based on a finding by the US political scientist Joshua Shifrinson. The document in question is a memo on a conversation between high-ranking representatives of the German, British, French and US foreign ministries in Bonn on March 6, 1991.
The memo, which "Der Spiegel" reproduces as an excerpt, reads literally: "Chrobog said we needed new ideas on how to provide for the Security of Central and East European Countries. We had made it clear during the 2+4 negotiations that we would not extend Nato beyond the elbe (sic). We could not therefor offer membership of Nato to Poland and the others."

Ta tema je analitički zanimljiva, i u tom smislu je tačno da je bilo obećanja tog tipa, ali politika je krivudava stvar: nikad ništa nije stavljeno na papir. Nivo do koga je to podignuto u tekućoj (ruskoj) politici je s jedne strane instrumentalizacija prema zapadu i priča koju pričaju sami sebi u kombinaciji samosažaljenja i revanšizma, a sa druge strane simptom manjka kreativnosti i energije u Evropi da se nađe mesto za Rusiju u integrativnim strukturama. Zapad je takođe gurao da postoji to neprijateljstvo, jer Americi trebe stalna (mada ne prevelika i preskupa) krizna tačka da bi bili relevantni u Evropi, oslonili su se na lokalne nacionalizme oko Rusije kao svoje saveznike i tako uvezli njihove bliateralne probleme u svoju kuću, pa eto sad.

Zelensky told CNN's Chief International Anchor in a one-on-one interview at the Munich Security Conference that he disagreed with the stance that sanctions should only be listed after a potential Russian invasion takes place.
"The question of just making it public ... just the list of sanctions, for them, for us, to know what will happen if they start the war -- even that question does not have the support," he told CNN.
"We don't need your sanctions after the bombardment will happen and after our country will be fired at or after we will have no borders, or after we will have no economy ... why would we need those sanctions then?"
"We had a discussion some time ago with one of the leaders of one of the leading countries and we were talking about the sanctions policy ... we had a different vision on how sanctions should applied when Russian aggression will happen," Zelensky said. "So when you are asking, what can be done, well, lots of different things can be done. We can even provide you with a list. The most important is willingness.
"If you can't even disclose what will happen to whom if the war starts ... I doubt it will be triggered after it happens," he added.
