Preamble
The armed aggression of the Russian Federation against Ukraine, launched in 2014, led to the temporary occupation by the Russian Federation of integral parts of Ukraine - the Autonomous Republic of Crimea and the city of Sevastopol, certain districts in Donetsk and Luhansk regions, setting the first precedent in Europe after World War II. annexation of part of the territory of one state to another.
The Russian Federation, as a party to the Memorandum of Security Guarantees in connection with Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons in 1994, grossly neglected its international obligations under this international treaty, violated one of the basic principles of international law on inviolability of borders. architecture of the European security system.

1. 2. One of the most important elements of the policy of reintegration of the temporarily occupied territory is the application of inclusive public dialogue with the participation of civil society institutions, their involvement in the process of preparation and implementation of policies and mechanisms for establishing and maintaining peace.
3. The formation of a policy of deoccupation and reintegration of the temporarily occupied territory in Ukraine is combined with measures to build peace, strengthen the state's defense capabilities, ensure further socio-political and socio-economic development of Ukraine on the basis of European and Euro-Atlantic integration.
4. The objectives of the state policy to ensure the deoccupation of the temporarily occupied territory and its safe reintegration are:
restoration of the territorial integrity of Ukraine within its internationally recognized state border, ensuring the state sovereignty of Ukraine;
ensuring national unity, stability and cohesion of Ukrainian society and the state of Ukraine;
termination of the use of the temporarily occupied territory for activities that threaten the national security of Ukraine and / or are aimed at undermining international security and peace;
determination of legal bases of transitional justice;
formation and implementation of policy in the legal, social, educational, informational, humanitarian and other spheres to increase and strengthen the level of trust, guarantee the rights and legitimate interests of the citizens of Ukraine affected by the temporary occupation;
ensuring sustainable socio-political, humanitarian and economic development of Ukraine in accordance with certain principles of domestic and foreign policy, the strategic course of the state to gain full membership of Ukraine in the European Union and the North Atlantic Treaty Organization.
Guidelines
5. The territory of the Autonomous Republic of Crimea and the city of Sevastopol is an integral part of the territory of Ukraine.
6. Ukraine has consistently opposed by all means the legitimization by the Russian Federation of the attempt to annex the temporarily occupied territory and to integrate this territory into the legal, political, socio-economic, humanitarian, and information space of the Russian Federation.
7. Ukraine does not recognize and will not recognize the results of the so-called "referendums and elections" held in the temporarily occupied territory in violation of Ukrainian law and international law.

11. Ukraine does not recognize the forced or automatic acquisition by citizens of Ukraine residing in the temporarily occupied territory of the citizenship of the Russian Federation, considering it as an act of coercion against citizens of Ukraine and a violation of international humanitarian law.
12. Ukraine implements measures in the field of transitional justice, in particular compensation for damage caused in connection with the armed aggression of the Russian Federation, armed conflict, temporary occupation of the territory of Ukraine, protection and restoration of violated rights, prosecution of perpetrators, ensuring the right to justice on armed conflict, prevention of armed conflict in the future.
13. Ukraine upholds the principle of denuclearization and demilitarization of the Crimean peninsula, the transformation of the Black Sea region into a territory of peace and security.
14. Ukraine forms the evidence base for international crimes committed by the Russian Federation and its occupation administration in the temporarily occupied territories, including human rights violations, war crimes and crimes against humanity, international humanitarian law and international criminal law, and collects information on moral and material damage and losses caused to the state of Ukraine, its citizens and legal entities in connection with the armed aggression of the Russian Federation, the armed conflict, the temporary occupation of the territory of Ukraine.
15. 16. 18. 20. Ukraine creates conditions for the growth and strengthening of the level of trust of Ukrainian citizens living in the temporarily occupied territory to the state authorities of Ukraine and other subjects of power.
21. Ukraine is developing measures to support in the social, humanitarian, economic, educational, medical spheres, aimed at restoring the rights and legitimate interests of Ukrainian citizens affected by the armed aggression of the Russian Federation, armed conflict, temporary occupation of Ukraine, including those living in the temporarily occupied territory.
22. Ukraine declares illegal any import / export of military and dual-use goods to / from the temporarily occupied territory, which is carried out in violation of the legislation of Ukraine in the field of export control.
Priority areas
23. Prerequisites for the reintegration of the temporarily occupied territory are:
development of democratic institutions, mechanisms to ensure the protection of human and civil rights, freedoms;
development of Ukraine's economy, which should ensure the gradual approximation of the quality of life in Ukraine to European standards;
increasing the efficiency of public administration, strengthening the state's defense capabilities, improving the capabilities and development of the Armed Forces of Ukraine, other military formations, law enforcement agencies formed in accordance with the laws of Ukraine, development of the defense-industrial complex;
increasing the level of national resilience, preventing potential conflicts;
solving the problems of internally displaced persons who suffered as a result of the armed aggression of the Russian Federation, the armed conflict, the temporary occupation of the territory of Ukraine;
constant support and development of contacts of social-humanitarian, cultural, informational character with citizens of Ukraine living in the temporarily occupied territory;
promoting the consolidation of Ukrainian society, the formation of patriotic, state worldview, preservation and development of spiritual and moral values of the Ukrainian people;
consolidation of international efforts to facilitate the process of deoccupation of the temporarily occupied territory, resolution of issues related to the temporary occupation of part of the territory of Ukraine by the Russian Federation, including mediation in negotiations in various international formats, monitoring, assistance to Ukraine in military-technical, economic, humanitarian and other spheres;
ensuring the realization by citizens of Ukraine living in the temporarily occupied territory of the right to education guaranteed by the Constitution of Ukraine.
Protection of human rights and freedoms
24. State policy on the temporarily occupied territory is based on the priority of guarantees of human security, taking all necessary measures to ensure its rights and fundamental freedoms, access to education and health care, realization of the right to freedom of thought and religion, and socio-economic rights, cultural, informational and other spheres.
25. Ukraine records all facts of violations by the Russian Federation, the occupation administration of the Russian Federation of the rights and freedoms and legitimate interests of Ukrainian citizens in the temporarily occupied territory, takes measures to provide them with appropriate legal assessment, protection and restoration of rights, freedoms and legitimate interests.
26. One of the priorities of its policy towards the temporarily occupied territory is to take all necessary measures to protect the rights and legitimate interests of the citizens of Ukraine, as well as foreigners and stateless persons staying in that territory legally.
27. 32.
