Kosovo saw similar misplaced euphoria after another equally unexpected election result in October 2019, when Albin Kurti and his insurgent Vetevendosje movement beat the old regime parties that had run Kosovo like a cartel for decades.

There was much talk then in Kosovo as there is now in Montenegro about new dawns and fresh starts. Political corruption was going to end and the rule of law enthroned. Then, as now, there was talk about how the old order was finished.

The problem was that the Democratic Party of Kosovo, PDK, wasn’t quite as finished as some thought. Kurti would soon find out that he was not presiding over a revolution; it was more like an interlude.

In both countries, the election victories of the anti-establishment insurgents were surprising but not conclusive. Their wins were not nearly big enough to strike real fear into those they had defeated.

The ousted parties felt shaken, confused – angry even – at the “ingratitude” of the voters. But in Montenegro now, as in Kosovo last year, the old political establishment has not suffered a complete crisis of confidence or loss of nerve.

The oft-heard complaint that most Western governments now prefer “stabilocracy” in the Balkans to any other kind of “ocracy” by and large sticks. Note the silence about democratic backsliding in Serbia. Kurti found out that same preference when the US made it clear it viewed him as a destabilizing factor, and encouraged his overthrow.

Djukanovic has likewise long been credited in the West as a stabilizing force, despite the misgivings felt over the corruption and cronyism that have flourished under him.

The main dissimilarity between Kosovo in 2019 and Montenegro today works to the new Montenegrin government’s disadvantage – the economic situation.
Kosovo’s economy has functioned so poorly since independence that Kurti didn’t have much a standard to live up to. Whatever he did to the economy could hardly be worse than what previous governments had done.

But the new Montenegrin government is in a much more delicate and dangerous position.

In some ways it may even suit the DPS to sit this one out, retire from the scene right temporarily – leave someone else to make unpopular decisions – and bid for a return to power further down the line.
