As Bloomberg reported overnight, shares in JL MAG Rare-Earth surged by the daily limit on Monday after Xinhua said the Chinese president had stopped by the company in Jiangxi, a scripted move designed to telegraph what China could do next.

The reason for the dramatic market response is that the presidential visit flags policy priorities, and "rare earths have featured in the escalating trade spat between the U.S. and China." Specifically, as Bloomberg notes, China raised tariffs to 25% from 10% on American imports, while the U.S. excluded rare earths from its own list of prospective tariffs on roughly $300 billion worth of Chinese goods to be targeted in the next wave of measures. And just in case the White House missed the message, Xi was accompanied on the trip to JL MAG by Liu He, the vice premier who has led the Chinese side in the trade negotiations.

Why does China have a clear advantage in this area? Simple: the U.S. relies on China, the dominant global supplier, for about 80% of its rare earths imports.

The visit “sends a warning signal to the U.S. that China may use rare earths as a retaliation measure as the trade war heats up,” said Pacific Securities analyst Yang Kunhe. That could include curbs on rare earth exports to the U.S., he said.

Xi's visit came just hours after the Trump administration on Friday blacklisted Huawei and threatened to cut it off from the U.S. software and semiconductors it needs to make its products. A spokesman for China’s foreign ministry told reporters Monday to “please wait and see” how the government and companies respond.

President Xi Jinping called upon the nation to embark on a “new Long March” during his trip to Jiangxi province this week, sending a message that the country must prepare for hardships in a worsening external environment.

China’s official media outlets are engaging in a nationalistic outpouring against the US, telling the public that the trade talks collapsed because the US was trying to bully China but that it refused to be humiliated.

Jin Canrong, an international relations professor with Renmin University of China, said in an interview with a Chinese website, Guancha.cn, that the endgame of Washington’s hawks is to “force China to give up its development” instead of seeking balanced bilateral trade.

Mei Xinyu, a fellow at the research institute under the Ministry of Commerce, said the current trade talk deadlock was similar to the Panmunjom peace talks during the Korean war in the 1950s.

“Even if a deal is reached, it could be torn apart [by Trump] easily at any time,” he said.

The U.S. military was duped into buying over $20 million worth of fake uniform and equipment made in China, and now a Brooklyn wholesaler is paying the price.

According to a release by the Department of Justice, Ramin Kohanbash provided samples of actual military uniforms and gear to manufacturers in China to replicate, in order to have knock-offs made for sale to the U.S. military.

After the fakes were made in China, the goods were shipped and sold as planned, costing the U.S. military a pretty penny for inferior goods.

On a sunny afternoon in early April, about a dozen diplomats from European and other allied nations gathered with their American counterparts around a conference table at the State Department. In a month’s time, China’s President Xi Jinping would host a summit in Beijing to celebrate his grand infrastructure project, the Belt and Road Initiative. The Americans wanted to send Xi a message.

At the meeting in Washington, D.C., they pressed their allies to sign on to a joint statement condemning the Chinese plan. But it soon became clear that neither the Europeans nor a small group of other countries from Asia and Latin America were ready to fall in line.

“No one was willing to go along with it,” one European diplomat familiar with the details of the meeting, who requested anonymity to discuss sensitive negotiations, told me. “We may agree that China is a strategic threat, but you can’t just put them in a corner.”

For the Europeans, the meeting at the State Department was another sign of what they see as the White House’s misguided zero-sum approach to dealing with China, and its mistaken belief that it can employ an à la carte approach with its partners, denouncing them publicly on some issues while expecting cooperation on others. For the Americans, the talks were the latest sign of Europe’s reluctance to stand up to China. “Europe,” one person close to the Trump administration who declined to be named told me, “is almost on a different planet.”

But conversations I had with dozens of officials on both sides of the Atlantic—many of whom requested anonymity to talk about diplomatic and intelligence issues—suggest that instead of coming together, Europe and the U.S. might be in the early stages of a damaging divergence on the China challenge. Trump’s latest moves, which raise the specter of a prolonged economic Cold War between Washington and Beijing, are likely to deepen the divide, taking the U.S. down a path that is unpalatable for even the hardest of European hard-liners.

“If you listen to the people in the Trump administration, who view China as an existential threat, they are not in a place most Europeans can get to,” says Evan Feigenbaum, who held senior Asia-focused roles in the State Department during George W. Bush’s presidency and is now at the Carnegie Endowment for International Peace.

One senior administration official likened discussions of China policy to the period after the 9/11 attacks. Inevitably, this person said, there will be an “overreaction” from Washington, with “collateral damage” for other countries, before U.S. policy settles down. In Brussels, senior officials are comparing the Trump administration’s China policy to Brexit. Both, they say, are based on the deluded notion that a fading great power can reverse the course of history and return to its glorious past.

The irony is that senior U.S. administration officials acknowledge in private that American success in its competition with China might ultimately hinge on what happens in Europe. Yet many U.S. officials have no patience, at least in the highest ranks of the Trump administration, when it comes to working with European allies. Nor do they have much appreciation for the steps Europe has taken over the past year to push back against China. Several U.S. officials described the EU’s recent measures as baby steps that fall far short of what is needed.

meni je neobično to što je Belt and Road Initiative i dalje vrlo opskuran pojam u široj javnosti. valjda razlog leži u tome što se Kinezi ne trude da naprave brend od toga. a jasno je da inicijativi u koju se ukupno ulaže 8 hiljada milijardi dolara  iza koje stoji cela kineska država ne može trenutno niko u svetu odupreti.

ovo i 5G: ulazimo u kineski vek. da im je kultura samo za mrvicu pervazivnija i da nije danas u osnovi derivat zapadne kulture, već bi gledali velike promene i na tom polju.
