Chinese border police are secretly installing surveillance apps on the phones of visitors and downloading personal information as part of the government’s intensive scrutiny of the remote Xinjiang region, the Guardian can reveal.

The Chinese government has curbed freedoms in the province for the local Muslim population, installing facial recognition cameras on streets and in mosques and reportedly forcing residents to download software that searches their phones.

An investigation by the Guardian and international partners has found that travellers are being targeted when they attempt to enter the region from neighbouring Kyrgyzstan.

Border guards are taking their phones and secretly installing an app that extracts emails, texts and contacts, as well as information about the handset itself.

Tourists say they have not been warned by authorities in advance or told about what the software is looking for, or that their information is being taken.

The iPhones are plugged into a reader that scans them, while Android phones have the app installed to do the same job.

It seems that in most cases the app is uninstalled before the phone is returned, but some travellers have found it still on their phone.

It is unclear where all extracted information goes and for how long it is stored.

While there is no evidence that the data is used to track people later in their journeys, the information it collects would allow the authorities to locate someone if used together with details of the phone’s location.

The Chinese government is harvesting and selling organs from persecuted religious and ethnic minorities on an industrial scale, the UN Human Rights Council has been told.

Speaking at the council’s headquarters in Geneva on Tuesday, lawyer Hamid Sabi presented the findings of the China Tribunal, an independent tribunal on allegations of forced organ harvesting.

Mr Sabi told the council that UN member states have a “legal obligation” to act after the tribunal’s final report in June found that “the commission of crimes against humanity against the Falun Gong and Uighur [minorities] had been proved beyond reasonable doubt”.

Ethan Gutmann, an investigative journalist and author specializing in China, initiated his own investigation into the allegations of organ harvesting from Falun Gong practitioners in 2006. Over the span of several years, he conducted interviews with over 100 refugees from China's labor camp and prison system, as well as with Chinese law enforcement personnel and medical professionals.[55] Based on his research, Gutmann concluded that organ harvesting from prisoners of conscience became prevalent in the northwestern province of Xinjiang during the 1990s, when members of the Uyghur ethnic group were targeted in security crackdowns and “strike hard campaigns.”[56][57]

By 1999, Gutmann says that organ harvesting in Xinjiang began to decline precipitously, just as overall rates of organ transplantation nationwide were rising. The same year, the Chinese government launched a nationwide suppression of the Falun Gong spiritual group. Gutmann suggests that the new Falun Gong prisoner population overtook Uyghurs as a major source of organs.[2] He estimated that approximately 65,000 Falun Gong practitioners had been killed for their organs between 2000 and 2008, and notes that this figure is similar to that produced by Kilgour and Matas when adjusted to cover the same time period.[2][58]

In a February 2008 report, UN Special Rapporteur on Torture Manfred Nowak noted that in China "there are many more organ transplants than identifiable sources of organs ... It is alleged that the discrepancy between available organs and numbers from identifiable sources is explained by organs harvested from Falun Gong practitioners, and that the rise in transplants from 2000 coincides and correlates with the beginning of the persecution of these persons".
