Serbia: Aleksandar Vucic, master of the political tempo

In exactly one week's time, Serbian voters will be called upon to cast their ballots. Normally, this year's elections were only municipal, but following the dissolution of Parliament on November 1, 2023, and a year marked by a major protest movement, Serbs are also being called to vote in parliamentary elections. A decision taken by President Aleksandar Vucic, less than two years after the last elections.
In doing so, the Serbian president, who has been in office since 2017, is once again demonstrating that he is the master of the political tempo. His party should logically come out on top. It has to be said that Aleksandar Vucic, our European of the Week, has put in place a system that leaves no chance for other political formations.
At just 53 years of age, Aleksandar Vucic is certainly Serbia's most established and important political figure. A member of the conservative nationalist Serbian Radical Party, which he joined in 1993, he joined the government in 1998 as Minister of Information. He then became head of his political party and a member of parliament until 2008. Excluded from his party, he joined the SNS, the Serbian Progressive Party, in 2008.  In 2012, he was appointed Minister of Defense and Vice-President of the Government, before taking over as President in 2014 until his election as President of the Republic of Serbia in 2017.  

Political alliances and clientelism

A career that has enabled this lawyer by training to set up a system that is still proving its worth today. There are several elements, but it's true that one of them is that since the media are controlled (40% of broadcasting time is devoted to Mr. Vucic, 80% of news is positive), the media space for opposition and opposition messages is extremely limited," explains Florent Marciacq, PhD in political science, associate researcher at the French Institute of International Relations and co-director of the Balkans Observatory. That's the first point. The second element is that Mr. Vucic, during his various mandates, has consolidated political alliances, also clientelistic, with certain parties and personalities in order to rule Serbia. This is more complicated for the opposition forces, which often stem from protest movements that don't have these traditional parties as allies, these alliances that Mr. Vucic has been able to build over the years."
Aleksandar Vucic has set up a formidable system, with almost 700,000 members in his party. According to Florian Bieber, a political scientist and historian specializing in ethnic conflicts and nationalism in the Balkans, he is sure to stay in power: "To get a job in Serbia, you have to be a member of the party. Aleksandar Vucic uses every possible mechanism. Members of his party have to vote for the party, and people employed by the state also have to prove that their family members, for example, vote for the ruling party. There's a whole repertoire of ways to ensure or help electoral victories."
Aleksandar Vucic also uses state resources to better control voters. It must be said that this is the fourth time since he became president, i.e. since 2017, that he has dissolved the Assembly, which means that Serbs are living, so to speak, a permanent electoral campaign. A campaign in which he is omnipresent. "In one of the ruling party's video clips, there's a scene where he comes out of the fridge. It takes place in an apartment in Serbia. The family is talking politics, someone opens the fridge and there's Vucic coming out of the fridge to tell them what good things he's done for the Serbs. It's an image that proves he's omnipresent," says Florian Bieber.

A well-proven system

Aleksandar Vucic, after last May's protests against, among other things, violence in Serbian society, demonstrations which somewhat called into question his management of affairs, wants to regain his full authority, hence these elections. "His popularity has waned a little in recent years, especially since the last elections, and this has led him to bring forward new early elections in order, as is his wont, to set the tempo of the political agenda, impose short deadlines on campaigns and benefit a little from this momentum by remobilizing his troops," explains Florent Marciacq.
The Vucic system is well established. A system that challenges democratic principles in Serbia. But it doesn't matter, because this year, as in previous parliamentary elections, the Serbian Progressive Party is set to win, with Aleksandar Vucic looking more and more like an autocrat.
