Workers at a massive new Shell plant in Pennsylvania had to attend a speech by President Donald Trump there earlier this week to be paid — and were ordered not to protest, reported the Pittsburgh Post-Gazette.
Attendance was not mandatory for thousands of union workers at Royal Dutch Shell’s petrochemical plant north of Pittsburgh, but they had to forfeit pay for the day if they skipped, according to attendance and comportment information obtained by the newspaper.
“Your attendance is not mandatory,” one manager told workers, summarizing a memo that Shell sent to union leaders, the Post-Gazette reported, but only those who showed up at 7 a.m., scanned their ID cards and prepared to stand for hours through lunch would be paid.
“No scan, no pay,” workers were warned.
In addition, workers who decided not to listen to the president’s speech reportedly would not be paid overtime rates routinely built in for extra time during the week.
The newspaper said that they were also told: “No yelling, shouting, protesting or anything viewed as resistance will be tolerated at the event. An underlying theme of the event is to promote good will from the unions. Your building trades leaders and jobs stewards have agreed to this.”

The number of Russian nuclear-monitoring stations that have gone silent has doubled to four, an international arms-control official said on Monday, heightening concerns among observers that Russia is trying to hide evidence from an explosion at a missile-test site this month.
Russian monitoring stations designed to detect nuclear radiation at the towns of Bilibino and Zalesovo stopped transmitting data on Aug. 13, Lassina Zerbo, the executive director of the Comprehensive Nuclear Test Ban Organization, told The Wall Street Journal.
Those data disruptions occurred three days after two other monitoring stations, at Dubna and Kirov, went silent.
“Experts continue to reach out to our collaborators in Russia to resume operations as expediently as possible,” Mr. Zerbo wrote in an email.
The revelation comes a day after the Journal reported that two Russian monitoring stations designed to detect nuclear radiation went silent soon after the explosion.
The reduction of data limits the ability of nations outside Russia to learn more about the nuclear-powered system that experts believe was being tested during the accident.
The manned monitoring stations are part of an international network of hundreds of stations set up to verify compliance with the Comprehensive Nuclear Test Ban Treaty, which prohibits nuclear-weapons tests globally.
Participating nations, including Russia, are responsible for running the stations, which share data on a continuous basis with the Vienna-based Comprehensive Nuclear Test Ban Organization.
Although the treaty has yet to legally take effect, Russia has said it rigorously adheres to the accord.
Arms-control experts said they believe Russia is trying to conceal information about the nuclear technology that was involved in the Aug. 8 accident at a test site in northwest Russia, which President Trump has said involved a nuclear-powered cruise missile.
Experts said they don’t believe the device was carrying a nuclear warhead or that Russia’s aim was to hide any clandestine nuclear-weapons test.
The plume from the explosion has been moving across Russia, according to a projection by Mr. Zerbo’s organization.
Some Western officials have speculated that this may account for Russia’s apparent decision to suspend test-ban-monitoring data transmissions from more stations.
A monitoring station that detects radiation at Ussuriysk—located in Russia’s Far East thousands of miles from the explosion—still transmits data, said Mr. Zerbo, who has declined to speculate on the reasons for the interruption.
Officials at the Russian Embassy in Washington referred questions to authorities in Moscow, who didn’t respond.

The probable cause was "VI" instead of "VA" for Virginia in the address.
