On the first state visit to China by a Japanese leader in 11 years, Prime Minister Shinzo Abe and President Xi Jinping announced 50 joint infrastructure projects. This embrace of joint infrastructure investment cooperation through the Belt and Road Initiative in all but name is on a scale even larger than was anticipated before Abe’s arrival in Beijing. There was also a raft of other announcements that will help normalise the political relationship between the two Asian giants that share one of the largest economic relationships in the world. But the most consequential of those could be the joint investment in infrastructure projects.

Editorial: Japan, China must show true intent to advance bilateral ties
Prime Minister Shinzo Abe visited Beijing on the occasion of the 40th anniversary of the Treaty on Peace and Friendship between Japan and China, and met with Chinese President Xi Jinping and Premier Li Keqiang, respectively. The visit is the first official one in seven years by a Japanese prime minister.
Abe told Xi that he wants to "move up the Japan-China relationship toward a new era, transitioning from competition to cooperation." Xi said that bilateral ties "have been put back on the right track and positive moves are gaining momentum."
The summit meetings came after a prolonged confrontation between Tokyo and Beijing following the nationalization by Japan of Okinawa Prefecture's Senkaku Islands in the East China Sea, which China also claims.
The two countries signed a memorandum of understanding that will promote corporate cooperation aimed at some 50 infrastructure investment initiatives in third countries.

Predsednik Crne Gore Milo Đukanović izrazio je bojazan da bi nakon izbora za Evropski parlament 2019. godine klima za proces proširenja mogla biti nepovoljnija nego što je danas.
On je istakao da je jedini dobar pravac evropske politike puno ujedinjenje Evrope.
"Ovo nije samo balkanski, već i evropski interes iz najmanje dva razloga. Prvi je stabilnost, a drugi se odnosi na činjenicu da Evropa jedino može biti globalno konkurentna ako je ujedinjenja", rekao je Đukanović za austrijski ORF.
"Pred nama je vreme vrlo ozbiljne i oštre konkurencije na globalnoj sceni. Teško će bilo ko iz Evrope biti u stanju da bude na dugi rok konkurentnan velikim globalnm igračima", rekao je Đukanović.
On je istakao da kineski kapital u jugoistočnoj Evropi radi ono što bi trebalo EU.
Đukanović ukazuje da je važno izgraditi dobru saobraćajnu, energetsku i informatičku vezu sa Zapadnom Evropom.
"Niko od nas na Zapadnom Balkanu to ne može da uradi sam, to mora biti podržano evropskim fondovima i finansijskim institucijama. Ako Evrope na Zapadnom Balkanu nema, onda će svi drugi želeti da uđu u region i ne treba na njih da se ljutimo", rekao je Đukanović.

Mr Xi pledged further opening measures in telecoms, medical care, education and culture without elaborating. He forecast that China would import $30tn in goods and $10tn in services over the next 15 years. Foreign business executives and diplomats privately say that they are wary of vague commitments and are awaiting specific reforms on market access and intellectual property.
"Meaningful progress can only be claimed when major structural challenges are positively dealt with and international companies can compete on an equal footing with domestic ones," said Carlo D’Andrea, vice-president of the European Union Chamber of Commerce in China.
"The (expo) may well help many countries to reduce their trade deficits with China, but it will not help Shanghai to become a global centre or China to reduce its internal reform deficit."
He added that China would support "necessary" reforms to the World Trade Organization to protect the multilateral trading system.
Representative of 3,600 companies from 172 countries are attending the expo. Of these, about 180 US companies sent representatives including Alphabet, Boeing, Caterpillar, Facebook, General Motors and Honeywell.
Some 450 Japanese companies were scheduled to attend, however, amid warming relations between Beijing and Tokyo.
PLA Navy to have at least 5 carriers: experts
To shift focus to offshore defense and open seas protection
he People's Liberation Army (PLA) Navy will operate at least five aircraft carriers in the near future, including the country's first two nuclear-powered ones that would likely be launched around 2025, Chinese military experts predicted on Wednesday.
The remarks came after online discussions on how many aircraft carriers China needs, which were sparked by a WeChat article from the Xinhua News Agency on November 25, which announced the construction of the nation's third aircraft carrier.
The PLA Navy will shift its focus from "offshore waters defense" to "offshore waters defense" with "open seas protection," and will enhance its capabilities for strategic deterrence and counterattacks, maritime maneuvers, joint operations at sea, comprehensive defense and support, according to China's Military Strategy released by the State Council's Information Office in 2015.
Song Zhongping, a military expert and TV commentator, said that China needs at least five aircraft carriers to fulfill the strategic shifts.
Wang Yunfei, a naval expert and retired PLA Navy officer, told the Global Times on Wednesday that China needs six aircraft carriers to ensure enough carriers are on active duty while the others are undergoing maintenance.
Meanwhile, China's Ministry of National Defense has not yet revealed a plan for future carriers.
Ministry spokesperson Ren Guoqiang said at a press conference in November that the development of China's aircraft carriers will be based on the country's overall plan.
The plan includes China's comprehensive national strength and shipbuilding capabilities, experts said.
The Liaoning and the Type 001A, which use a ski jump ramp to launch aircraft, will mainly remain in offshore waters near China, Song said. A third one, which will likely use an electromagnetic catapult, will go further into open seas and lay the foundation for the operations of two nuclear-powered carriers to protect China's global interests.
Wang echoed that China will develop two nuclear-powered carriers, but he said China's fourth carrier will remain conventionally powered, before making the fifth and sixth ones nuclear-powered.
Song expected China's first nuclear-powered carrier to be launched around 2022-24, while Wang predicted its launch ceremony in 2026.
The goal of having five to six aircraft carriers will be reached by 2030-35, experts said.
